Rule 5
Applying for an Immigrant Entry Permit

(1) Plants, plant products: A person or organization wishing to import biological control agents, beneficial insects or plant growth media such as soil, peat, etc. to Nepal should attach an application fee of two hundred rupees and apply to the head of the office in the format as per schedule-1 to obtain an entry permit. will have to give However, if such an item is to be imported for research purposes, the application according to this sub-rule shall be submitted to the head of the National Plant Quarantine Program.
(2) When making an application according to sub-rule (1), the following documents should be attached with the application:-
(a) A copy of the citizenship certificate or passport of the importer,
(b) A copy of the proof of registration and renewal of such organization by the person who wants to import in the name of the organization,
(c) Copy of advance bill of lading (performa invoice) of goods to be imported,
(d) If the seed is to be imported, the recommendation of the Seed Quality Control Centre,
(e) Request letter of research person or institution and recommendation made by Nepal Agricultural Research Council if imported for research.
(3) Upon examination of the documents attached to the application received as per sub-rule (1), if the head of the office deems it necessary to issue an entry permit, in the format as per Schedule-2 for plants or plant-derived products, in the format as per Schedule-3 for biological control agents or beneficial insects, soil, plums, For peat or other plant growing media, entry permit will be given in the format as per Schedule-4 and for the study of germplasm, living modified material, genetically modified material or transgenic material in the format as per Schedule-5.
(4) If a person or an organization submits an application to obtain an entry permit at the point of entry by attaching the documents as per sub-rule (2) showing that it is not possible to obtain an entry permit in advance as per sub-rule (1), the head of the office, if deemed necessary, shall pay one thousand rupees. (5) In accordance with sub-rule (3), the person or organization who receives the immigration entry permit shall comply with the immigration-related conditions and restrictions prescribed by the Ministry in accordance with sub-section (2) of section 7 of the Act.
(6) In the event that the attached documents are insufficient during the examination according to sub-rule (3) or it is not appropriate to issue the entry permit due to other reasons, the head of the office shall inform the applicant within seven days in the format as per schedule-6.
